Strong Policy Momentum Accelerates Hydrogen Industry into a New Phase of Scale and Commercialization

In 2025, the Energy Law of the People’s Republic of China officially incorporated hydrogen energy into the national energy management system, granting it clear legal status. This year’s Government Work Report further emphasized the need to foster new growth drivers such as hydrogen energy and green fuels. The 15th Five-Year Plan elevates hydrogen energy to the strategic level of a “future industry.” Since the beginning of this year, China’s hydrogen sector has been accelerating its transition from pilot demonstrations to large-scale, commercial development. To date, more than 20 provinces have included hydrogen energy as a key development priority in their 15th Five-Year Plans.

In March, the Ministry of Industry and Information Technology, the Ministry of Finance, and the National Development and Reform Commission jointly issued a notice on launching pilot programs for the integrated application of hydrogen energy. The notice outlines that by 2030, hydrogen energy in urban clusters will achieve large-scale application across multiple sectors, with the average end-use hydrogen price reduced to below RMB 25/kg—and to around RMB 15/kg in leading regions. The national fuel cell vehicle fleet is expected to double compared to 2025 levels, reaching approximately 100,000 units. By expanding application scale, the initiative aims to drive breakthroughs in hydrogen technologies, processes, and equipment, enabling iterative upgrades in fuel cells, electrolyzers, storage and transport systems, and materials—positioning hydrogen as a new engine of economic growth and supporting a comprehensive green transition of the economy and society.

The year 2026 marks the start of China’s 15th Five-Year Plan period and represents a pivotal moment for the hydrogen industry as it moves from demonstration to large-scale commercialization. A series of major policy signals is injecting unprecedented momentum into the sector.

As the first exhibition themed around the integration of wind and hydrogen, CWP HFC 2026 will bring together leading global companies across the hydrogen value chain, research institutions, and industry experts. The event will showcase cutting-edge technologies and equipment spanning the entire value chain—from hydrogen production, storage, and transportation to fuel cells and end-use applications—while exploring pathways for large-scale and commercial deployment.
