| As a result of hard working of all related parties, the wind power construction of China has been in a accelerated mode in recent years. Wind power is a new form of enterprises in our country and it takes some time for a new thing to be recognized by everybody. Because of this, I like to express special thanks to the persons in the Ministry of Energy of our country. Although wind power industry has been developed at a fast speed recently, the wind power supply is still far below the demand. It needs to be faster and at bigger steps, especially as right now the global warming is a major concern and China is still among the top countries in terms of CO2 emission .As early as in 1972 I already proposed to the State Council that a installation capacity of 10 MKW should be constructed every year. For a country like China with 1.3 billion people, it is not a big figure. Nowadays we have already newly installed capacity of 100 MKW every year for three consecutive years. It is still not big enough. Take the figure of 10 MKW every year for example, we will have 100 MKW for ten years and 200 MKW for 20 years. I always advocated that if we want to build a totally well-off society, the per capita power consumption should not be less than 1 KW. Therefore power needs to be vastly developed. Secondly, we have the necessary resources. Thirdly, we have followed up in the technologies. The gentlemen before me have already put forward their proposals as to how to develop wind power, and I’d like to say something about my opinions: First: The development should be in line with the long term planning. As there is no long term planning available, we have been going ahead just as it is. From 10 KMW to 20 KWM, and it is not clear what is the figure right now. My idea is that by the end of this century the target should be basically feasible. Only with this long term planning could we have a healthy development. Previously we had projects with a capacity of only at a level of 10,000 KW, and we have right now projects up to the level 300,000 KW, both are good, even if the capacity is 1 MKW, if we have a long term planning the figure would be good. We can only avoid taking the wrong path by the guidance of a long term planning, and can improve the product quality and management quality by scale. High quality could reduce substantially the difficulty of manufacturing. Second: A good regulation should be there. Mr. Mao Rubai just now already mentioned that multiple prices are co-existing in one area. It is not correct. There should be only one price in one area. Of course the price should not be too low or too high. A threshold should be there to prevent the poor quality from coming. Third: Grid construction should be standardized. Many areas have already their own planning, like China North-West. One of the characteristics of wind power is that whenever there is wind, there is wind power. And we should explain to the power grid departments, together with the State Development and Reform Commission. The wind power grid have to be completely built up. And the characteristic should be paid attention to. Forth: The wind power industry of the whole country should be organized and guided. We should cooperate in research and development, manufacturing, construction and production. We should learn from each other and lessons should be learnt to avoid taking the wrong path and wastes should minimized. There are still a lot to in this area. Fifth: Off-shore wind power construction should be expedited, because rich off-shore wind energy resources are existing. I firmly believe that wind power will surpass hydropower in the future. The magnitude should be between 300 MKW to 500 MKW. We should strive to fulfill this task. |
